Carrie Houtman

Carrie Houtman is currently Director, Global Public Policy & Issues Management.  In this role, Carrie has responsibility for leading Dow’s Global Public Policy Team in the development of sound policy positions on matters of strategic importance to the company. She also has responsibility for developing and implementing Dow’s Global Issues Management Strategy on issues of the highest risk to Dow’s reputation or license to operate, serving as the company spokesperson on key enterprise-wide issues, directing Dow’s engagement on issues with the company’s external stakeholders and providing issues-related counsel to corporate leadership.

Houtman began her career with Dow in 1996 in technical service and development for emulsion polymers and Dow Microbial Control.  She has spent more than 12 years in Environmental Health and Safety, served on the Global Remediation Team as the External Engagement Leader and was Regulatory Services Leader for Michigan and Minnesota sites.  Her seven years in Government Affairs has included representing Dow at trade associations, lobbying on supply chain and remediation issues, and staffing Dow’s Chairman & CEO and other senior executives on domestic and global task forces.

Houtman is a graduate of Pennsylvania State University and is a certified Six Sigma Black Belt and is a Leadership Midland alumnus.  Houtman is on the Board of Directors at the Saginaw Childrens’ Zoo, on the Board of Trustees for the Keystone Policy Center, and is an advisor to the United Way ALICE Program. She has also completed programs in Risk Analysis and Risk Communication at the Harvard Chan School of Public Health.
