Carrie Houtman

Carrie Houtman is currently Director, Global Public Policy & Issues Management. In this role, Carrie has responsibility for leading the Team in the development of sound policy positions on matters of strategic importance to the company including energy and climate change, circular economy and safe chemicals management. Social, racial and environmental justice policy is of top concern for the company and the policy team provides the analysis and executive messaging on these topics. She also has responsibility for executing Dow’s Global Issues Management Strategy on issues of highest risk to Dow’s reputation or license to operate, serving as the company spokesperson on key enterprise-wide issues, directing Dow’s engagement on issues with the company’s external stakeholders and providing issues-related counsel to corporate leadership. To do this efficiently, she leads corporate issues management teams on matters of most significant risk to the company, such as Plastics & Health, microplastics, legacy issues, significant litigation matters and product risk management teams.

Houtman began her career with Dow in 1996 in technical service and development. She has spent more than 12 years in Environmental Health and Safety, including various roles in the Toxicology and Environmental Research and Consulting (TERC) organization and in product stewardship. She also served on the Global Remediation Team as the External Engagement Leader and spokesperson. Her ten years in Government Affairs has included representing Dow at trade associations, lobbying on Capitol Hill and staffing Dow’s Chairman & CEO and other senior executives on President Obama’s Advanced Manufacturing Partnership, U.S. Department of Commerce Manufacturing Council, U.S. Department of Labor Task Force on Apprenticeship, various White House roundtables and initiatives and the Australian Growth Centre Programme.

Houtman is a graduate of Pennsylvania State University and is a certified Six Sigma Black Belt and is a Leadership Midland alumnus. Houtman is on the Board of Directors at the Saginaw Childrens’ Zoo and is on the Board of Trustees for the Keystone Policy Center. She has also completed programs in Risk Analysis and Risk Communication at the Harvard Chan School of Public Health.
